- This will open Group Policy Editor Window,
- Navigate to Computer Configuration> Windows Settings> Security Settings> Local Policies> User Right Assignment,
- At the right-pane, double-click at Allow log on locally,
- In the Allow log on Locally Properties window, click on Add User or Group,
- Give a permission to specific user(s) to logon locally,
- Give it a name and then click OK twice to close all the windows,

For a domain user to logon locally from a domain controller console, users should have any of the following groups: Account Operators, Administrators, Backup Operators, Print Operators or Server Operators.
Make sure you are a member of one of the above groups if you want to grant a user account the ability to logon locally to a domain controller. We recommend you prefer adding the user to Backup operators instead of the Administrators group to avoid any security risks.
