taskkill /f /im explorer.exe
This command will force stop the Windows Explorer.

start explorer.exe
This will re-start the Windows Explorer.

Step 1: Press Ctrl + Shift + Esc on the keyboard simultaneously to open Task Manager.
Step 2: Click on More Details to expand the Window.
Step 3: Find Windows Explorer and click on it.
Step 4: Click Restart from the bottom right corner.
